How to fix Paramount Plus slow buffering?

You can start by disabling the ad blockers on your computer. Although ad blockers certainly enhance the user experience by removing pop-up ads, sometimes they can also be a nuisance.
If you are using Chrome, go to the three-dot button at the top right of the screen and then select More tools > Extensions. Now, locate and disable the ad blocker and run Paramount Plus again.
On Mozilla Firefox, click on the three-dot button > Add-ons and Themes > Extensions > Toggle off the button.

Turn off the VPN
