Ensure safe use
One of the first things you should do when receiving this error is to ensure that the messages you send follow the Twilio messaging and acceptable use policies. Additionally, check your carrier’s rules and regulations to ensure compliance.
Try a different number
Sometimes, users might use a number with Twilio that’s already ‘burnt’ or, in other words, already has some block or spam history tracked by a particular carrier. In such cases, switching to a different number can help resolve the issue.

Check message content
If you’re testing Twilio’s implementation in your current workflow and are sending many messages with the words ‘test’, ‘testing’ or similar words, there’s a good chance that your message might get flagged as these messages appear spammy. Most carriers do not have a sandbox for testing such implementations, so it’s best to have separate numbers for testing and implementation.

If nothing else works for you and the target device seems to be working fine with other SMSs outside of Twilio, your best bet is to get in touch with Twilio’s Support team. Ensure you collect three or more message SIDs from the last 24 hours before opening a support request.
