Steam Achievement Manager (SAM) program allows you to unlock any achievement for any game on Steam.
It was originally released in 2008 and has been updated subsequently. You can download the program from GitHub or any third-party website.

How Does Steam Achievement Manager Work?
Steam Achievement Manager is a program to manage your game achievements on Steam. In other words, the program lets you modify the achievement data for any game on your Steam account.
Moreover, you can unlock, lock, or relock any achievement you want. You can also view global achievement stats and compare them with other players.
To obtain SAM, go to the GitHub page dedicated to Steam Achievement Manager. You can download the program as a .zip file. Use any unzip software to open the files on Windows.
To unlock achievements using the SAM, follow the steps given below:
- Launch the Steam Achievements Manager program.
- Allow the program to scan your computer for supported games. This process might take approximately 30 seconds, so please be patient.
- After the scan, SAM will display a list of supported games associated with your Steam account.
- Choose the games you want to manage from the list.
- The tool will then load a list of achievements for the selected game(s).
- Select one or more achievements that you wish to interact with.
- Finally, click on the Commit Changes button to apply the selected changes.

Is Steam Achievement Manager safe to use?
The answer to this question depends on your definition of “safe”. Steam Achievement Manager has been there for about a decade and a half, and hundreds of thousands of players swear by this program.
Also, we have found no indication that this program contains any viruses or malware. Moreover, it does not modify game files or interfere with the gameplay.
The one thing that it does change is the achievement data on your Steam account, which is stored on Valve’s servers.
That being said, using SAM may violate Steam’s terms of service which states that you should not “use cheats, automation software (bots), mods, hacks, or any other unauthorised third-party software designed to modify the Steam Service, any game or item that can be accessed through the Steam Service”.
Therefore, going by the above clause, using SAM is against Steam’s policy. However, still, scores of players are using it to unlock achievements regularly. How is this possible? It is possible because Valve never came out openly against SAM.
Valve has still not declared whether using SAM will result in a ban. However, some games like CS:GO and Payday 2 will ban you if you’re using SAM to unlock achievements. However, these bans are game bans, and your Steam account will not get affected.
Ultimately, you should use Steam Achievement Manager at your own risk and discretion.
