Go to the Files app on your iPhone and tap on the Browse tab available at the bottom right corner of the screen.
Tap on the iCloud Drive option. If you think the downloaded files are on your iPhone, then tap on On My iPhone.
Tap on the Downloads folder, and all the downloaded files will appear.
To delete a single file, pres and hold the file and then in the dropdown menu, tap on the Delete option.

Tap on the iCloud Drive option. If you think the downloaded files are on your iPhone then tap on On My iPhone.
